Either way. I install anywhere but build in msys and do
./configure;make;make install as on Linux if possible. mingw has a tool to
make gcc import libs from Microsoft import libs (reimp).

Can't say I like the mingw explanation on their site much. Ack. Anyway, next
question:

When on windows I'm installing the needed packages for building, ( fltk,
portaudio, etc ) am I supposed to be downloading windows versions and
installing them in my windows tree or linux versions and installing them in
mingw or some combo of the two?
