I have created a preliminary MinGW/MSys build option in SConstruct.

You need to install both mingw and msys. Then you need to edit custom.py to
reflect the location of Windows builds (these had better be mingw or
-mno-cygwin builds) of libraries Csound depends on.

Everything builds, but it doesn't run yet. I don't think it will take long
to get it to run - it starts to run, and craps out. I suspect problems in
libsndfile and problems with FLTK event threading.
