CS_DEFAULT_PLUGINDIR is set there, if buildRelease!=0

and in Top/csmodule.c, line 627, where the directory
is set to CS_DEFAULT_PLUGINDIR

Oh - I wonder if it was because I had to do that double build,  
building the framework separately, maybe it's only half build with  
the buildRelease bit set.

Sounds plausible.
