Unfortunately not, because the developer would still need the header files 
that are part of the Steinberg VST SDK, the license of which, by the way, 
specifically forbids reverse engineering (although my limited understanding 
of software law tells me that such a stipulation would probably not hold up 
in court. But I am not a lawyer!).
