Now it is efficient (not applied).

Added `pending_release' in `INSTRTXT'. It is incr/decremented
only when `xtratim > 0'.

The opcode becomes:

  ir active insnum [,iopt] [,inorel]

  inorel -- if non zero, excludes the instances in release phase.
            The default is zero.

The default is the old behavior for compatibility.

Example: number of active instances of instr 1 without them in release phase

  kactive active 1, 0, 1
