You can build without PortMidi and use -+rtmidi=mme instead,
or I can send my PortMidi binaries if you are interested.

You probably need to link -lgdi32, and maybe more libraries if there
are still some errors.

You do not need to do a full build of Csound if you only want to
compile and test Winsound (assuming that it is not the SConstruct
code that is to be tested). You could just use a pre-built Csound
package from SourceForge for headers and the Csound library, and
build Winsound with a simple makefile.
