If you ask me, it seems that many packages which are available under the GPL don't strictly follow these terms to the letter. However, this isn't necessarily an onerous burden. From the GPL Terms, section 3: b) Accompany it with a written offer, valid for at least three years, to give any third party, for a charge no more than your cost of physically performing source distribution, a complete machine-readable copy of the corresponding source code, to be distributed under the terms of Sections 1 and 2 above on a medium customarily used for software interchange; or, So to be in complete compliance, just include an offer to distribute the source to other packages if necessary. Then you can either keep tarballs of other packages for each supported version of csound (not a bad idea anyway), or direct people to the current project homepage for downloads when (if) anyone requests it.
