Just to let you know, I've started work on the refactoring. You may want to 
follow the changes in the SConstruct2 file, and the SConscript files that 
will start appearing in most subdirs, in CVS.
If you can test it on any platform (specially if it is not linux), it'd be 
great if you would report any failures, since I've started to make various 
changes besides moving things around (eg, the windows libraries are now 
included in the common environment, so that it is no longer necessary to add 
them in every target).
You may expect the build to fail if you don't use the same options I do ;).
