It is probably statically linked against the PortAudio library
again. I have attached a version of rtpa.dll that does use
portaudio.dll.0.0.19.

On an unrelated note, the libsndfile DLL included with the
release, while announced as 1.0.13pre6, seems to have been
created last summer when the most recent version was 1.0.11.
