Hi all,

Line 643 of SConstruct in CVS is failing for me on windows:

    csndInterfacesEnvironment.Append(LIBS = csoundWindowsLibraries)

This looks like it should be moved up to within the if codeblock some
lines above it that is conditional on mingw.  Is this correct?
