As far as I know, yes, at least in version 1.0.16 writing PEAK chunks
is allowed for AIFF and WAV files and floating point sample formats.
I am not sure if this limitation also exists when reading an already
existing file that was not created by libsndfile, but from a quick
look at the code it seems it does not.
Another, although unrelated, but perhaps interesting issue is that
enabling the use of dithering did not have any actual effect the last
time I checked.
