As far as I know, yes, at least in version 1.0.16 writing PEAK chunks is allowed for AIFF and WAV files and floating point sample formats. I am not sure if this limitation also exists when reading an already existing file that was not created by libsndfile, but from a quick look at the code it seems it does not.
