I see some VST headers (plus some other stuff such as backup, _jpff files and 
others not in CVS) in the source package. The files (H/aeffectx.h 
H/AEffEditor.hpp) state that they are modified versions of the Steinberg SDK, 
but that does not make them distributable AFAICS. They were not present in 
5.07.
