Does anyone know if any plugins have been built using Csound to simulate surround in a 5.1 like manner for use as an audio pan effect?

Not to my knowledge. But before you go to HRTF, why not try the b-format opcodes like spat3d or look at bformenc to see which other formats can be converted to 5.1 . Perhaps even the vbap opcodes could be used. I've cedrtainly converted between b format and 5.1 before and found it acceptable. HTH.
